Julio joined Martinez, Hart, Sanchez & Romero, P.C. in 2016 and earned shareholder/ownership status of the law firm in 2020. Julio’s legal career began in 2014, and immediately after graduating from law school, Julio served as a Judicial Law Clerk to Justice Edward L. Chávez of the New Mexico Supreme Court. Julio’s practice focuses on general personal injury claims, representing crime victims in sexual abuse civil claims, civil rights claims, and state and federal tort claims.
Areas of Practice
Julio concentrates his practice on personal injury, motor vehicle automobile, truck and motorcycle accidents, wrongful death, children’s rights, civil rights claims, representing crime victims for sexual abuse claims, and claims against insurance companies for insurance bad faith practices. Julio devotes his entire practice to litigation and his focus is on righting wrongs against clients, whether they’re caused by negligent actions or civil rights violations. Julio also has expertise to represent plaintiffs on appeals in both state and federal courts of appeal. Julio is bilingual in English and Spanish. As a fluent Spanish speaker and writer, he is able to provide effective representation in both English and Spanish.

Volunteering and Community Outreach
Julio is originally from El Paso, Texas, and has made New Mexico his home since 2004. In New Mexico, Julio has actively worked in all areas of social justice within communities throughout New Mexico. Julio regularly serves in a pro bono capacity in a variety of civil and criminal litigation matters. Since May 2022, he has served on the Legal Panel for the ACLU of New Mexico, which promotes civil litigation strategies that will protect and expand civil liberties in the State of New Mexico. Prior to serving on the Legal Panel for the ACLU of New Mexico, Julio served as a cooperating pro bono attorney with the ACLU to protect litigants' equal access to New Mexico courthouses by ensuring persons attending state court proceedings were not subject to and in fear of civil immigration arrests. Julio continues serving as a cooperating attorney with the ACLU; most recently, assisting persons with habeas petitions filed against the U.S. Department of Homeland Security and ICE. Since 2018, Julio has served on the Board of Directors of the New Mexico Trial Lawyers Association ("NMTLA"), and he presently serves as the Chair of the NMTLA Amicus Committee to review and author amicus curiae briefs filed on behalf of its membership. The Second Judicial District Attorney’s Office has also appointed Julio in a variety of criminal matters to prosecute cases within its rape kit backlog, as well as being retained on a regular basis to represent crime victims in a pro bono capacity during the pendency of the criminal case. Julio has also performed critical election work to ensure that New Mexico’s election laws are followed and all registered voters in New Mexico are able to exercise their right to vote. In March 2025, Julio was appointed by the New Mexico Supreme Court to serve on the New Mexico Civil Legal Services Commission.
From 2011 to 2025, Julio served on the Board of Directors for the New Mexico Immigrant Law Center. From 2015 to 2025, he also served as the President of the Board of Directors overseeing the work of a non-profit medical clinic in Albuquerque, New Mexico, which strives to provide affordable medical care to all patients regardless of their financial means, immigration status, or health insurance.
Julio has also accepted calls to teach on a variety of legal subjects. Most recently, he has been asked to teach annual seminars on developments in State and Federal Civil Procedure practices to lawyers and judges across New Mexico. He also works with recently admitted attorneys to the State Bar of New Mexico by serving as their mentor for one year through the Bridge the Gap Mentorship Program.
